WHAT ARE YOU TRYING TO STRENGTHEN?

Three environments. One institutional discipline.

Govern is not limited to government. It strengthens how organisations are directed, managed, controlled, measured and improved — whether the client is a business, public institution, NGO, school, association or development programme.

PUBLIC & DEVELOPMENT SYSTEMS

INSTITUTIONAL MATURITY

Improvement should be visible over time.

LEVEL 1 Informal

Performance depends heavily on individuals and unwritten practices.

LEVEL 2 Basic

Some structures exist, but implementation is inconsistent.

LEVEL 3 Defined

Roles, policies, processes and measures are documented.

LEVEL 4 Controlled

Performance, risk, controls and compliance are actively managed.

LEVEL 5 Institutionalised

Governance is embedded, measured and continuously improved.

INSTITUTIONAL OUTPUTS

Not paperwork for its own sake. Tools people can use.

Govern can help institutions design the frameworks, plans, policies and management tools needed to make responsibilities, controls and delivery more consistent.

THE GOVERN METHOD

Diagnosis is only useful when it leads to implementation.

01Assess

Understand the institution and the problem.

02Clarify

Define responsibilities and decision rights.

03Structure

Design governance, processes and management systems.

04Control

Put safeguards, policies and accountability in place.

05Deliver

Track implementation, programmes and performance.

06Assure

Check evidence, actions and institutional compliance.

07Improve

Reassess, learn and strengthen weak areas.

INSTITUTIONAL HEALTH CHECK

How well is your institution actually working?

Answer in simple language. Govern uses your responses to identify likely priority areas. This is a starting diagnostic, not a formal assurance opinion.

No governance jargon required.Answer based on what actually happens.
Weaknesses are prioritised. Not every problem needs the same response.
Improvement can be measured. The same areas can be reassessed later.
1. Do people clearly know who is responsible for important decisions?
2. Are strategy and priorities translated into measurable targets?
3. Are policies and procedures actually followed in daily work?
4. Can management quickly see whether performance is on track?
5. Are major risks identified, owned and actively managed?
6. When a weakness is identified, is someone responsible for fixing it?

CLEAR ANSWERS

Questions institutions may ask.

Does F1RMA Govern only work with government?

No. Govern supports businesses, NGOs, schools, associations, development organisations and public-sector systems. The word “Govern” refers to how institutions are directed, managed, controlled and held accountable.

Can Govern support government-related technical work?

Govern can provide technical support in areas such as policy implementation, M&E, programme performance, planning, institutional strengthening, technical documentation and delivery frameworks where appropriate. Such capability does not imply a standing government partnership or endorsement.

Can Govern help a small business?

Yes. Govern can help an SME strengthen strategy, responsibilities, management routines, SOPs, performance measures, controls and growth readiness without forcing enterprise-scale bureaucracy.

Does Govern only produce policies and reports?

No. The intended model is assess, design, implement, track and reassess. Documents are useful only when they support clear responsibilities, stronger controls and measurable delivery.

Can Govern help with M&E?

Yes. Monitoring, evaluation and results management are core parts of Govern's public and development systems capability, including frameworks, indicators, baselines, endlines, programme evaluation, performance monitoring and learning systems.
